Winner - Mr. Arnold Voylukov
The awardee of the year 2010 is Arnold Vasilyevich Voylukov, the former first deputy chairman of the Central Bank of the Russian Federation (Bank of Russia).
Arnold Vasilyevich Voylukov had been working in the banking sphere for 50 years, including since 1976 up to 2005 in the State Bank of the USSR, and then in the Bank of Russia. Since 1992 up to 2005 he had worked as the first deputy chairman, the member of the Supervisory Board.
Goznak didn’t start printing banknotes and minting coins without the visa of Voylukov. The sample of his signature has been kept in the safe deposits of the directors of the paper mills, mints and the monetary safety vaults.
Arnold Vasilyevich took the direct participation in the revival of the tradition of production and issue of the commemorative and investment coins in the USSR and later in Russia. Under the direction of A.V.Voylukov and by his initiative the long-term monetary programs “Persons of figure of Russia”, “Architectural monuments of Russia”, “Russia in the world cultural and natural heritage of UNESCO”, “The Golden Ring of Russia”, “Armed forces of the Russian Federation”, “Red Data Book”, “Keep our world”, “Moon calendar” had been started.
Only since 1992 up to 2005 by the very active participation of Voylukov the Bank of Russia had issued 660 items of commemorative coins a lot of which had been awarded by the prestigious international prizes and awards for many times.
